以苏东坡在杭州两次任职的经历为背景，讲述了苏东坡在杭州的故事：修理海塘、疏浚西湖、发展民生、断案、勇斗贪腐、微服私访、美食、奇闻、哲思、逸闻、连诗、作画 、品茗、泛舟、折柳……一系列故事刻画了人性丰满的苏东坡。本片向观众传递了苏东坡谦虚、乐观、善良等优良品质，体现敬业、友善等中国传统价值观，挖掘浙江本土具有“历史和现实交汇的独特韵味”的宋韵文化，持续擦亮浙江文化“金名片”，用现代数字动画技术，展现苏东坡的人格魅力，推动中华文化更好地走向世界。

Based on Su Dongpo's two terms of service in Hangzhou as the background, this animation tells the story of Su Dongpo in Hangzhou: repairing the seawall, dredging the West Lake, developing people's livelihood, solving cases, fighting corruption, private visits, delicious food, strange stories, philosophical thoughts, anecdotes, composing poems, painting, tasting tea, boating, breaking willow branches...a series of stories depict the full-featured Su Dongpo. It conveys to the audience Su Dongpo's good qualities such as modesty, optimism and kindness, embodies traditional Chinese values such as dedication and friendliness, explores Zhejiang's local Song Dynasty Charm, which has "a unique flavor of the intersection of history and reality", and continues to polish the brand of Zhejiang culture. In addition, it uses modern digital animation technology to show the charisma of Su Dongpo and promote Chinese culture to the world.
